Wireless Panic Alarm Grant

Oregon’s Wireless Panic Alarm Grant was a reimbursement program administered through the Oregon Department of Education to help school districts purchase and install wireless panic alarm systems.

Districts that installed eligible systems during the 2023–2025 biennium could receive up to $2,000 per school. To qualify, installation had to be completed by June 30, 2025.

Eligible systems were expected to allow staff to activate an emergency alert from a non-central location on school grounds. The system also needed to notify emergency responders through 911 dispatch and either activate a school-wide alert or notify the front office so the school could begin the appropriate response.

As of July 2026, this grant should be described as a previously available funding opportunity. It is unclear whether Oregon will offer another round.

Oregon Panic Alarm Law

HB 3083

In 2025, Oregon passed House Bill 3083, which directs the governing body of a school to consider installing a panic alarm system when reviewing policies and procedures related to school building security.

The law does not appear to require every school to install a panic alarm system. Instead, it requires schools to consider whether this type of system should be included in their building security planning.

A panic alarm system may include a wireless or wearable panic alarm. Under the law, the system should be capable of connecting with emergency services technologies, supporting real-time coordination among multiple emergency response agencies, and integrating with local public safety answering point infrastructure to transmit 911 calls and mobile activations.
