Oklahoma State Funding

State Funding
Oklahoma supports school safety through state law, mobile panic alert requirements, school security funding, and programs designed to improve emergency communication, physical security, and response coordination.

Alyssa’s Law: HB 4073
Oklahoma House Bill 4073, known as Alyssa’s Law, requires every Oklahoma public school district to implement a mobile panic alert system beginning with the 2024–2025 school year.
The law requires the State Board of Education to maintain a list of approved mobile panic alert systems. To qualify, a system must support real-time emergency coordination, connect with emergency service technologies, and help school personnel communicate quickly with first responders during a crisis.
At a minimum, an approved system must be able to:
- alert designated school personnel when an emergency response is initiated on-site;
- connect emergency service technologies for real-time coordination among multiple first-responder agencies;
- integrate with public safety answering point infrastructure to transmit 911 calls and mobile activations;
- provide emergency responders with information such as floor plans, caller location, and other details that may assist response;
- support situational updates between designated school personnel and emergency responders.
The purpose of the law is to improve emergency communication, reduce response delays, and help schools coordinate more effectively with law enforcement and other first responders during life-threatening emergencies.
School Security Revolving Fund
The School Security Revolving Fund was created to help Oklahoma public school districts pay for school security improvements.
The fund may support physical security enhancements such as:
- school resource officers;
- security cameras;
- gates;
- lighting;
- locks;
- doors;
- windows;
- security geofencing;
- ballistic storm shelters;
- mobile panic alert systems.
State law limits expenditures from the fund to $50 million per fiscal year, divided equally among every public school district in Oklahoma. These funds are intended to supplement school security efforts and support implementation of approved safety measures.
School Resource Officer and Security Enhancements
Oklahoma’s school security funding framework also supports the use of school resource officers and other physical security improvements.
Eligible districts may use approved funding for SRO-related costs, training, and security infrastructure that improves campus safety and emergency readiness. Potential projects may include cameras, fencing, intercom upgrades, panic alert systems, storm shelters, and other measures connected to local school security needs.
Districts should confirm current claim procedures, allowable costs, approved vendor requirements, and available funding through the Oklahoma State Department of Education before planning or purchasing school security improvements.
