Kentucky State Funding

State Funding
Kentucky supports school safety through state-funded programs, training, technical assistance, and guidance coordinated with the Kentucky Center for School Safety. These efforts may help districts strengthen personnel support, improve safety planning, access professional development, and identify grant opportunities for school-safety improvements when funding is available.

Kentucky Center for School Safety Funding and Programs
Kentucky supports school safety through funding, training, technical assistance, and statewide resources connected to the Kentucky Center for School Safety.
The Kentucky General Assembly has provided long-term support for safe-school efforts through the Kentucky Department of Education. For FY2025–2026, Kentucky approved a two-year appropriation of $15 million for safe-school programs and services. Districts may use these funds to support eligible school-safety needs, while a portion may be retained for Kentucky Center for School Safety operations.
The Kentucky Center for School Safety also helps districts identify school-safety resources, training opportunities, best practices, and available state or national grant opportunities when funding is available.
Kentucky Wearable Panic Alert Proposal
Kentucky lawmakers considered House Bill 643, also known as Alyssa’s Law, during the 2026 Regular Session.
The bill would allow school districts to implement wearable panic alert systems in school facilities. Under the proposal, a qualifying system would need to connect emergency service technologies, support real-time coordination among multiple emergency-response agencies, integrate with public safety answering point infrastructure to transmit 911 calls and mobile activations, and be capable of initiating a campuswide lockdown notification.
HB 643 would also require the Kentucky Department of Education to provide a list of approved wearable panic alert systems and would direct the Kentucky Center for School Safety to establish a Wearable Panic Alert Grant Program if funding is available.
As of July 2026, HB 643 has passed the Kentucky House but has not completed the full legislative process. It should be described as a pending proposal, not an enacted statewide requirement.
Kentucky Center for School Safety
