Kansas State Funding

State Funding

The Safe and Secure Schools Grant Program is administered by the Kansas State Department of Education and supports school districts in improving campus safety, physical security, and emergency preparedness.

For FY2027, the Kansas State Board of Education requested $15 million to reinstate the program. The final state budget approved a smaller amount, adding $2.5 million for Safe and Secure Schools Grants, with districts required to provide a dollar-for-dollar match.

Schools should confirm current application details, eligibility rules, and allowable uses through KSDE before planning a project around this funding.

Kansas School Safety Guidelines and Requirements

Kansas school-safety guidance encourages districts to take a comprehensive approach to protecting students, staff, and visitors. This includes maintaining secure buildings, reviewing safety procedures, improving emergency communication, and coordinating with local law enforcement and emergency-management partners.

Districts are expected to evaluate the safety and security of school buildings and grounds. This may include secure interior and exterior doors, safer windows, structural improvements, and other physical upgrades designed to reduce risk on campus.

Kansas guidance also supports the use of school-security technology. Examples may include security cameras, integrated door-locking systems, fire alarms, panic buttons, and other intrusion-detection tools. Staff should be trained on how to use these systems, and communication procedures should be tested so schools can share information quickly with law enforcement, first responders, parents, and community members during an emergency.

Crisis Plans and Emergency Drills

Kansas schools should maintain an up-to-date safety and security plan, often referred to as a crisis plan. This plan should include procedures for securing buildings, managing visitors, evacuating students and staff, reunifying families, and recovering after an emergency.

Crisis plans should be reviewed with local law enforcement, emergency-management officials, and other first responders before local school board approval. Schools should also train students and staff on emergency procedures and conduct drills to confirm that the plan works in practice.

Legislative and Prevention Efforts

Kansas has also emphasized prevention, reporting, and school-safety planning. State-level school-safety work has included assessing safety needs, developing prevention strategies, and encouraging model policies that districts can adapt locally.

Prevention efforts may include student-support programs, social-emotional learning, bullying prevention, mental-health awareness, and other strategies designed to improve school climate and reduce the risk of violence before an emergency occurs.
