State Funding

Alabama offers several state funding options to help public and charter school systems improve campus safety, upgrade facilities, modernize technology, and strengthen emergency communication. These programs may support security infrastructure, panic alerts, surveillance systems, controlled entrances, safety software, and other non-personnel safety improvements, depending on each program’s rules and eligibility requirements.

K-12 Capital Grant Program

This competitive grant offers one-time funding to Alabama public school systems and charter school systems for capital projects related to school safety, facility improvements, and technology upgrades. Eligible uses include security infrastructure, such as surveillance systems and controlled entry points, emergency communication tools, deferred maintenance, and technology updates.

The first application cycle closed in 2023, and an additional $53 million has been requested for a second funding round in FY26.

02

Education Trust Fund Advancement and Technology (A&T) Fund

This is an annual, formula-based funding allocation available to all Alabama public school systems for technology and infrastructure improvements. Under Alabama Code § 29-9-4, “School Security” is specifically named as an eligible priority expense. This allows districts to apply these recurring funds toward both hardware and software safety needs.

To access the funding, districts must include school security technology in their yearly A&T Budget Request submitted to the ALSDE.

03

School Safety Supplemental Appropriation (Act 2025-268):

This one-time $15 million appropriation was approved to give Alabama schools immediate financial support for improving facility security. The funds are distributed automatically to LEAs based on student enrollment and may only be used for non-personnel safety costs.

Approved expenses include mobile emergency rapid response systems, surveillance improvements, and security software applications. Districts must encumber the funds by September 30, 2026.

04

School Security and Fire Safety Fund (SB98):

Created through the School Security Act of 2024, this needs-based program helps local boards of education meet new state security requirements. After schools complete a required inspection and receive a rating of Green, Yellow, or Red, they may apply for funding to correct identified safety gaps.

Eligible uses include silent panic alarms, door hardware, and emergency notification systems that support communication across the entire campus. Funding priority is based on the official State Security Rubric rating.

05
